Job Summary
The Special Skills Tactics Instructor reports to the Defensive Tactics/Room Entry (DTRB) unit chief located in the Special Skills Branch Security and Law Enforcement Training Division, Office of Training and Performance Support (TPS), Bureau of Diplomatic Security (DS) U.S Department of State. The TPS is a fully accredited academy through Federal Law Enforcement Training Accreditation (FLETA). The incumbent will serve as a senior instructor in small unit tactics, physical fitness/wellness, emergency medical care, room entry tactics, non-lethal force training, apprehension and control techniques, with responsibility for planning, organizing and presenting and/or managing the presentation of one or more of these courses and for evaluating training effectiveness to ensure that objectives are met. The incumbent serves as an authoritative expert for all US specialized hard skills program force continuum procedures and for such anti-terrorism topics as domestic and overseas high threat dignitary protections, improvised explosive device (IIED) recognition, room entry tactics (CLOSE Quarters Battle- CQB), defensive tactics, advanced firearms tactical application and physical fitness.

Major Duties:
Plans, organizes, and manages basic and advanced tactical instruction and other related anti-terrorism topics (i.e., room entry tactics, vehicle and helicopter operations, land navigation, small unit tactics, emergency rope operations, intermediate weapon certifications, tactical communication, map reading/land navigation, basic rotary wing aircraft operations, urban warfare operations, emergency medical care, basic and advanced marksmanship applications, computer simulated rules of engagement training, live fire and simulated attack scenarios, basic and advanced anti-terrorism tactics, techniques, and principals, etc.) for both domestic and high threat programs in all environmental conditions (indoor and outdoor). Tactical topics include defensive tactics,Administers sponsored DS fitness programs in accordance with DS standards and policiesProvides approved emergency medical training support as neededPerforms Training Safety Officer/role player controller support tasksReviews established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned coursesComplies with all FLETA accreditation standardsResearches and reviews current intelligence related to the diplomatic security mission and introduces applicable informationResolves problems that occur in the preparation for and during trainingEvaluates training effectiveness to ensure that training objectives have been metReviews and analyzes trainee evaluations, feedback from instructors, and personal observationsIdentifies need for revision to course content and materials or instructional methods as necessary to improve the training curriculum effectiveness and qualityEvaluates the impact of planned or projected changes in DS security programs and associated training requirements on the existing content, materials, and methods used for technical security trainingRecommends minor updates/revisions to courses or recommends the need for a complete curriculum review to the Section Chief Unit ChiefDevelops budget estimates for assigned coursesMonitors the expenditure of funds to ensure optimum efficiency in the use of assigned resourcesParticipates in curriculum review conferences as a subject matter expert in small unit tactics, physical fitness/wellness, emergency medical care, room entry tactics, non-lethal force training, apprehension, and control techniquesAssists instructors in other security related subjectsProvides assistance in conducting practical exercises when neededPresents security awareness briefings to a wide range or audiences, including senior officialsEstablishes and maintains liaison with a broad array of law enforcement, security, military, government and civilian organizations interested in or affected by small unit tactics, physical fitness/wellness, emergency medical care, room entry tactics, non-lethal force training, apprehension, and control techniquesKeeps abreast of current security techniques, methods, and procedures in small unit tactics, physical fitness/wellness, emergency medical care, room entry tactics, non-lethal force training, apprehension, and control techniques through attendance at training sessions, seminars, and workshopsAssists in scheduling and planning classes by developing and maintaining close contact with program coordinators as well as with other appropriate training entitiesAssigns instructors and role players as needed to assist in training sessionsEnsures training is consistent with current legal and liability restrictionsProvides security awareness briefingsSubmits training records in a timely mannerServes as subject matter expert for the design of new trainingTests/evaluates new training courses and instructional materialsAccounts for equipment inventory and maintenance for assigned training programsPerforms scheduled vehicle maintenance and files vehicle reports

Professional Qualifications/Skills:
Must be a US citizen and possess or be able to obtain/maintain a SECRET clearanceMust have attended a recognized instructor development training courseAt least two (2) years instructor experienceMust have excellent people and organizational skillsOccasional local travel (Washington DC area) States may be requiredMaintains requisite levels of proficiency in all duty-related techniques and proceduresExpert knowledge of terrorist operations, surveillance detection, motorcade operationsSubject matter expertise in the development and revision of training curriculumKnowledge of current DS protective security methods to provide instruction that is consistent with currently accepted methods and practicesAbility to immediately analyze, predict, and preclude situations to ensure training is conducted in a safe mannerAbility to establish and maintain liaison with personnel at all levels in order to plan and coordinate assigned responsibilitiesSkill in oral and written communications to present training to a variety of audiencesKnowledge of adult learning principles, course development, classroom and practical instructional presentation methods, and methods for evaluating training effectivenessMust be familiar with the functions, responsibilities, and duties of Foreign Service personnelComprehensive knowledge of advanced concepts, principles, and practices to provide basic and advanced training in the application of protective security methodsKnowledge of security programs, operations, and techniques, including terrorism and anti-terrorism operations, use of force, civil liability, and appropriate techniques, tactics, and proceduresGood familiarization in improvised explosive device (IED), emergency medical care, Physical Fitness/Wellness program training, Defensive/Room Entry Tactics (Close Quarters Battle-CQB) or firearms tactical applications.Minimum of five (5) years of relevant hard skills tactics experienceAbility to complete work requiring regular and recurring physical and mental exertion, long periods of standing, and irregular hoursAbility to work in unpleasant or adverse environmental conditions, such as extreme hot and coldAbility to lift and carry equipment and materials (in excess of 75 lbs.) demonstrating physically challenging practical exercisesAbility to work effectively in an environment that consists of numerous personnel, use of non-lethal projectiles (firearms), air assets (helicopters), pyrotechnics, and fast moving vehicles
