Job Description
Position directs all day to day security operations to include supervision of personnel, enforcement of security polices/procedures, response to security and emergency related events, and investigations.  The position provides coordination and supervision of loss control and security processes and operations.

Responsibilities and accountabilities include:
  • Developing and implementing security plans, procedures, training programs, and drills & exercises programs that meet regulatory requirements, industry standards, applicable codes, and performance standards.
  • Performing internal investigations and follow-ups.
  • Developing highly skilled security personnel that can effectively enforce company policies, procedures, and programs.
  • Designing and consulting on security related capital and other projects.
  • Response to facility security and other emergencies.
  • Security loss prevention and safety performance.
  • Safety of response personnel and refinery personnel.
  • Measured against performance and developmental objectives of the company, the refinery and the individual.
  • Regulatory compliance with internal and agency audits and inspections.
  • Ability to work with law enforcement authorities on refinery issues.
  • Response performance to security and emergency events.
  • Budget administration and management.
  • Performance of system to design criteria.
  • Direct supervision of twelve (~12) LCR employees; coordination with site Contract Security Supervisor on the work direction of thirty (30) to as many as seventy-five (-75) contract security employees
  • Representing the company as a liaison with local law enforcement agencies, security departments, and regulatory agencies.
  • Coordinating the maintenance of security facilities and equipment to include expense budget administration.
Education:

High School diploma required.
BS degree in Criminal Justice, Safety or Emergency Management preferred.

Work Experience:

Seven (7) years of related field experience, plus a minimum of three (3) years of security, HSE or emergency response experience, preferably in the refining or petrochemical industry, of which Three (3) years must be directly supervising people.

In addition, requires experience in:  developing and implementing plans, systems, programs, processes, and procedures; conducting investigations
and follow-ups; representing a company to local law enforcement or other regulatory agencies; and the ability to attain and maintain Department of Homeland Security or other regulatory required qualifications, certifications, or licenses.

Licenses & Certifications:

  1. Certified Protection Professional (CPP), Professional Certified Investigator (PCI) or Physical Security Professional (PSP) and knowledge of regulatory and industry security compliance standards is preferred.
  2. Ability to obtain and maintain a Transportation Worker Identification Card (TWIC).
  3. Ability to attain and maintain additional Department of Homeland Security or other regulatory required qualifications, certifications, security clearances or licenses as required.
