Overview:
Conducts required training for the Protective Force to ensure all, Security Officers, CASO, SPO I, SRT and Uniformed Supervisor personnel can safely and effectively fulfill the job requirements and ensure the Protective Force security mission at the Los Alamos National Laboratory. Supervises Protective Force members and ensures their safety when instructing personnel.  Develops and conducts training, and related safety programs
and documents procedures as assigned by the Training Operations Officer. This position is responsible for the analysis, design, development, implementation, evaluation, and coordination of all Protective Force Training Courses.

Responsibilities:
  1. Provides daily operational support to the Training Operations Officer and Training Manager, to develop and to provide training for Protective Force personnel.
  2. Ensures assigned personnel are able to perform the day-to-day training requirements in a safe manner, performs daily prioritization of work, training to be conducted, and the planning and execution of exercises.
  3. Develops, reviews and updates hazard identification and mitigation plans, training safety plans, lesson plans, visual aids, student guides and other training documents.
  4. Conducts Protective Force basic, refresher, remedial, firearms, and specialty training.
  5. Conducts training as assigned by the Training Operations Officer.
  6. Documents training conducted.
  7. Evaluates the performance of students and training programs.
  8. Prepares classrooms and training facilities, prior to and after the presentation of instruction.
  9. Serves as Protective Force subject matter expert during training, systems performance tests, inspections, surveys, and audits.
  10. Serves as a primary subject matter expert in assigned areas of protective force operations, e.g., legal authority, use of force, or other topical areas as assigned.
  11. Maintains a safe and healthy environment for all participants of SOC Los Alamos training courses.
  12. Operates audio and visual equipment used in the classroom
  13. Recognize aberrant behavior and monitor and control the actions of officers in training.
  14. Enforces safety regulations
  15. Ivestigates incidents and injuries, completes Reports of Inquiry on incidents and injuries.
  16. Completes Internal Investigation Report (IIR) to address personnel inappropriate actions or violations of policy that occur during training.
Additional Responsibilities:
  1. Performs as a controller in FOF Exercises.
  2. Provides information and evaluation results for the training needs analysis
  3. Provides support for surveys, audits, inspections, and surveillances.
  4. Performs administrative functions, to include report writing, composition of memos, answering surveys, etc.
  5. May be assigned to be primary lead in various training blocks supporting the Training Department.
  6. Completes special projects as assigned.
  7. Will be assigned on a rotational basis to support activities at the TA-72 Live Fire Range, TA-16 Indoor Range, TA-16 Tactical Training Facility, TA-35 Simulator Facility and all Ti Simulator capability as well as other Range or Simulator related activities.
  8. May elect to maintain SRT qualifications/certifications required to support the Operations Division during emergency and contingency operations conditions such as work stoppages, natural disasters, and Protective Force security related emergencies requirements such as elevation of SECON conditions.
Qualifications:
  1. High School diploma or equivalent required
  2. Must have a minimum of three (3) years of instruction experience with a DOE Protective Force operation, Law Enforcement agency, or a military operation.
  3. Demonstrated and applied knowledge of instructional techniques for implementing effective training for adult learners.
  4. Demonstrated experience developing and implementing training programs to include risk analysis, training safety plans, lesson plans, and visual aids.
  5. Demonstrated experience in formally evaluating the performance of students and training programs.
  6. Demonstrated experience initiating and completing formal training records that documents the completion of student training.
  7. Applicable knowledge of terrorist capabilities and activities as it applies to training of personnel in counter-terrorist techniques, individual and team tactics, application of non-lethal and lethal/deadly force, and denial, containment, offensive, and defensive operations.
  8. Demonstrated firearms training to include all firearms utilized by SRT.
  9. Demonstrated proficiency in oral, written and interpersonal communications.
  10. Ability to apply independent judgement and make sound decisions during routine daily operations or in emergency situations.
  11. Demonstrated proficiency in the use of Microsoft Office applications.
  12. Must have or be able to obtain/maintain all instructor certifications required to conduct Protective Force Training.
  13. Ability to obtain/maintain Department of Energy “Q” clearance and valid New Mexico Driver’s License.
ADDITIONAL DESIRABLE QUALIFICATIONS
  1. Associate degree in education, training, criminal justice or a related field.
  2. DOE Basic Instructor Certification Firearms
  3. Advanced Firearms Instructor Certification
  4. Intermediate Force Instructor Certification
  5. DOE Tactical Entry Specialist Instructor Certification.
  6. DOE TRF II Instructor certification.
